The straight answer
For under $5 more than the eau de toilette, the eau de parfum gives you a higher oil concentration — which means longer wear from fewer sprays. On pure economics that is the pick, and the price gap here is unusually small for a concentration step up.
Legend Spirit is not a stronger Legend. It is a separate composition in the same family, positioned lighter and fresher. Buy it because you want a different scent, not because you want more of the first one.
